TKTS Booth will open in October; Or is it the same old song and dance?

Adam Hetrick of Playill reports that the TKTS booth in Duffy Square in the heart of Times Square will finally open on October 16th. Sure it looks like it's almost finished, but is it just the same old song and dance? We've heard all of this before.
